What Cyprus Payroll involves

  • PAYE income tax withholding: Employers are required to withhold income tax from employees’ salaries each month under the Pay-As-You-Earn system and remit it to the Tax Department. The amount withheld depends on the employee’s tax code, applicable exemptions, and whether they benefit from any special tax regimes for new residents or non-domiciled individuals.
  • Social Insurance Contributions: Both the employer and the employee contribute to Social Insurance in Cyprus. The employer’s contribution is set as a percentage of the employee’s gross earnings and covers social insurance, the General Healthcare System (GeSY), and several other statutory funds. Contributions must be calculated correctly, deducted at source, and submitted to the Social Insurance Services on time.
  • General Healthcare System (GHS) contributions: Cyprus operates a compulsory General Healthcare System. Both employer and employee make contributions, with rates applied to a capped level of earnings. Calculation errors accumulate and create reconciliation issues at year-end.
  • Monthly employer filings: Employers must submit monthly payroll-related filings to the relevant authorities, reporting employee earnings, tax deductions, and statutory contributions. These filings must be completed accurately and on time to ensure ongoing compliance and avoid penalties.
  • Annual Employer Declaration: Employers must submit an annual declaration to the Tax Department listing all employees, their earnings, and the tax and contributions withheld during the year. This is a formal filing with a fixed deadline, and it must reconcile precisely with the monthly payroll records.
